It seems to me that Steve explained the mechanism perfectly and (in
unquoted text) provided the solution: force_mime_input_conversion=yes
The force_mime_input_conversion switch is relatively new. Available in
3.9+. I believe it was implemented in reaction to a discussion on the
Postfix-Users mailing list last year.
