The MacOS clipboard is able to contain different representations, including PDF, of the same thing. I'm not sure about LibreOffice but you can see this in the options in the "Insert As…" menu. I don't know why MailMate has a problem here and goes with the bitmap rather than the text, it may be that it doesn't know how to handle RTF, or it could simply be the order of the items. There are apps that give you more control over the clipboard.
