I had to enable sharing in my System (System Settings>Privacy & Security>Sharing)
I found no Sharing item in Privacy & Security, but I did find the setting in System Settings > Privacy & Security > **Extensions** > Sharing. Extensions is all the way at the bottom of the panel, in the Others group. Checking Mailmate in Extensions > Sharing did enable the MailMate item in Preview's Sharing panel for me.
