This is a cPanel issue. cPanel makes significant changes to Mailman 2.1
including recently porting it to Python 3. The Gnu Mailman project does
not have access to these changes, and even if we did, we are focused on
Mailman 3 and don't have resources to devote to Mailman 2.1.
