As suggested in another reply, you can use header filters for this.
Under Privacy options... -> Spam filters you can create a spam filter
rule with a regexp something like

^subject:.*hot topic

and an action of reject or discard to automatically deal with posts the
have 'hot topic' in the Subject: (these are matched case insensitively).
