First, set the list up so that everyone is moderated by default, and so that the default moderation action is to reject, optionally customising the reason. Then you can take those who are allowed to post off moderation.
If you want to make replies go to a specific address rather than to the person who sends a posting, you can set the list to reply to a specific address and put in the list admin as the address it should go to.
Think that's all you need to do.
