Assuming you haven't changed the GLOBAL_PIPELINE order:

mm_cfg.KNOWN_SPAMMERS and header_filter_rules are done first
(SpamDetect)

Followed by the tests in Privacy options...->Sender filters in the
order they appear on the page (Moderate)

Followed by administrivia, max_num_recipients,
require_explicit_destination, bounce_matching_headers,
max_message_size, and news_moderation (Hold).
