These functions are handled by a series of scripts invoked at certain times by cron. Has the crontab for the mailman user been setup? If not, cron has no way to trigger these actions. Mailman knows nothing about whether you have accessed it or not. It does not make a decision on when to send the password reminder on anything other than whether you have enabled password reminders.
