It seems to mean that the Python interpreter can't open (read) the qrunner
script, which it expects to find--on your system--at
/home/mailman/cron/qrunner.
If you are not getting complaints about the other scripts found in
/home/mailman/cron, you can probably assume that the directory permissions
are correct and the qrunner permissions are wrong (or the file is missing,
which Python also reports as "can't open file ...").
