Amazingly, I had the same issue with messages ending up in the shunt queue, but there was nothing in mailman.log. Turns out that when I tried to install Mailman from Debian packages, then given up because the documentation wasn't working, uninstalled it and installed it from "source", it had left the mailman.log file with the wrong ownership so nothing was getting logged there.
