are no subdirectories. No $var_dir, no postfix_lmtp, no postfix_transports. 
Where do i get those files from?

You need to create the /opt/mailman/mm/ directory.

$ sudo -u mailman mkdir /opt/mailman/mm/ --mode 755

The files within it will be created automatically when you start Mailman core. I have updated https://docs.mailman3.org/en/latest/install/virtualenv.html#setup-mailman-user to indicate this.
