[Mageia-dev] fpc does *not* require gcc

The spec file of fpc has a

Requires: gcc


It's not true, it's a stand-alone, self-hosted compiler not dependent in
any way on gcc.
It requires binutils (the internal linker only works under windows), but
not gcc.
