You might want to take a look at what I did in the tinc package (see http://www.cobb.uk.net/apt/dists/mistral/user/source/). For tinc, I use dbus-scripts -- Matan Ziv-Av has just released a new version for both Fremantle and Diablo. However, as this waits until the connection comes up and then starts the VPN, I am not sure if it will work for checking email (which may try to connect as soon as the underlying connection comes up).
