I can confirm that the repositories/autobuilder were broken yesterday during the almost all afternoon/evening. The issue seemed to got fixed by 3:00 UTC, and today morning I was able to upload packages to the autobuilder and it worked fine. Haven't used the promotion interface, but at least it looks like extras-devel is back to normal state by now...
