I think it's still got merit, though. It wouldn't be much harder to provide a URI field for reporting bugs for a package (possibly even in the control file so it could be used on a device post-install); that URI could be a mailto:, a Garage bug tracker or even a random Bugzilla reference. The auto-builder can then support any number of different bug trackers and report to the appropriate one.
