This is exactly the problem which my little project, mud-builder
attempts to address:

It should help you repackage upstream tarballs and debs into
Maemo-compatible ones. I've got *some* code which also does basic
auto-Hildonisation of Gtk/Glade GUIs, but it's nowhere near robust
enough yet (and doesn't solve the other issues in terms of screen size
etc.)
It's been a bit quiet recently, but it's been gathering users slowly
and we've had a number of offers to improve the documentation.
