Hi,
I would boot into recovery mode, then reinstall the OS. It will reinstall 
without deleting any of your data.
If you are not using Time Machine for backups, now is the time to start.
Always do a backup before updating the Mac.
I heard that booting into safe mode clears some issues.
So I would give that a try as well.
