You may want to try Aladdin's "Spring Cleaning"

OR any of Norton Utilities, TechTool Pro or disc Warrior.
I've not used Spring Cleaning, but have used Norton & TTP. It depends on what exactly you mean by cleaning out of build-up.

Are you talking about reducing OE's database, or your hard drive in particular? General Mac questions are best asked on a general list rather than the OE list. If I didn't have company right now I would volunteer to help you off -list.
Since you are using OS 9, I would recommend the Mac-L list.
