Mark, if it's economy you're looking for, your best bet would be to
get all the Mac you want and get a used PC with at least a P166
somewhere like a thrift shop. Machines of that vintage are being 
thrown away now, so you should be able to get one pretty cheap at a 
thrift store if you can't find someone to outright give you a used 
one.

If your monitor has a DB-15 SuperVGA connector (the pins are in three 
rows) and you connect it to your Mac via an adapter, you can even 
hook the Mac and the PC to a cheap video switch box and only have to 
mess with one monitor.

Another advantage of using a non-virtual PC is that you'll be 
running the Windows proggies in their native environment and not in 
an emulated environment where you have to deal with the vagaries of 
emulation on top of the vagaries of Windows.
