You may find an old version of lzip (1.11, sep-2010) at
http://download.savannah.gnu.org/releases/lzip/ . As far as I know, it
works fine.
You may also get the latest stable version (1.17) from Cygwin
http://cygwin.com/cygwin/packages/x86_64/lzip/
