Sure. It is not trivial to do, because 'make check' now depends on the static library. But, if at all possible, count on it for the next release.
Alternatively, you may consider using a more complete build system that would enable building lzlib for non-.so systems.
For non-.so systems there is a nice division-of-labour invention called 'ports'.
