I can see the file for example in:

  usr/local/share/texmf/circuitikz/tex/latex/circuitikz.sty
  (also other places)

   
It won't find it there. It needs to go under 
/usr/local/texmf/tex/latex/, e.g., at 
/usr/local/texmf/tex/latex/misc/circuitkz.sty. If you look at the main 
tex tree, you'll see the structure you need.
