[HLSL] Support for DXC container manipulation options

DXC supported a number of options to allow for manipulating different parts of the DXIL Container (or DXContainer), with the `dumpbin` option set.
This scenario tracks bringing forward support for these options into Clang. Many of these options can be grouped together into sub-sets of options and will be tracked as separate deliverables (as sub-issues).
This issue is completed when all deliverables have been resolved.
TODO: There has not yet been an survey to determine all options that should be supported.
Note: this scenario was created to track a set of options relating to manipulation of the root signature (RTS0) part
