With LTO enabled, move `AllocTokenPass` from the pre-link phase to the backend LTO phase to avoid interference with other optimizations (e.g. PGHO) and enable late heap-allocation optimizations. For FullLTO and normal ThinLTO, pass AllocToken options to the linker plugin.
