Subject: [PATCH] [lldb][test][win][x86_64] XFAIL already failing API tests
These test are passing locally on win x86_64 using the following
configuration (some options ellided for brevity)
CMAKE_C_COMPILER clang-cl.exe
CMAKE_CXX_COMPILER clang-cl.exe
CMAKE_BUILD_TYPE Release
CMAKE_LINKER lld-link.exe
