tschuett added a comment. Maybe `void FormatDiagnostic(SmallVectorImpl<char> &OutStr, DiagnosticMode mode)`instead of `void FormatDiagnostic(SmallVectorImpl<char> &OutStr)`? To make the transition easer and future proof.
