Sounds like a thing some enthusiast will eventually do, but I don't see any command line DAP client debuggers out there now. Unless you count using neovim or emacs as the IDE but it's not the same sort of use, no low level commands there. One day when the DAP protocol grows a bunch of extensions maybe it'll happen. I agree that most people will simply connect an existing IDE to this DAP server.
