I am under the impression that the number of incomplete frames is a result of the GOP setting on the originating stream. Sometime this can be set to be very large (90, 120, etc) or as small as 1. Setting it to one would result in very little compression though (essentially the equivalent of MJPEG), but you would not see incomplete frames.
