For some reason, drive.google.com wouldn’t let me download (or play directly) 
your two videos.  However, the key point is here:

This tells me that your problem is network bandwidth.  Note that with one 
client connected to the proxy server (assuming that the proxy server is not 
multi-homed), your network utilization is 2x the stream’s bitrate.  With 2 
clients connected to the proxy server, your network utilization is 3x the 
stream’s bitrate.  And so on.  But that’s really the only significant 
difference between the 1-client and N>1-client case.  With N clients, the proxy 
server sends each outgoing RTP packet N times.

So, you should look at your network utilization, compared to the network I/O 
capacity of your host (which can be a lot less that the nominal bitrate of your 
network interface).
