No. You can create servers that use whatever port number(s) you wish. Just
note that only two port numbers - 554 and 8554 - are reserved for use by RTSP.
If you were to use some other port number(s), then you risk colliding with some
completely different service that might be (legitimately) using those port
numbers.
But why do you think that you need to run more than one proxy server on the
same host?? You do realize, I hope, that the existing proxy server can support
an arbitrary number of concurrent front-end clients, proxying an arbitrary
number of back-end streams.
