Thank you again for the support. I have split up my h264 key frames into smaller NAL slices and I am still seeing artifacts on the screen. It is also important to note that my h264 key frame sizes were already smaller than 100,000 bytes each (closer to 20,000 bytes each).
Could this be the cause of my issues? http://lists.live555.com/pipermail/live-devel/2013-February/016661.html If so is there any chance you could point me in the right direction as to how exactly I should implement a 'jitter buffer'?
