If no front-end clients are accessing the stream, the proxy server sends a RTSP “PAUSE” command to the ‘back-end’ stream. Perhaps your ‘back-end’ RTSP server (IP camera) does not implement the RTSP “PAUSE” command? If so, then perhaps you could upgrade its firmware (or tell its manufacturer to upgrade its firmware)?
