You can reduce the number of sockets used by each RTP/RTCP stream from 2 to 1 
by multiplexing RTP and RTCP on the same port.  For information on how to do

Note, though, that you can do this only if you know that your clients will 
accept/understand this.  If your clients don’t understand RTP/RTCP 
multiplexing, then you have no choice but to (somehow) increase the number of 
available sockets on your system.  Sorry.
