I can't "not create the listening sockets in the first place".  What I can do, 
however, is - when the RTSP client knows that it's going to request 
RTP/RTCP-over-TCP, close these two (unneeded) sockets, so that they're no 
longer open in the client application.  I have now installed a new version 
(2013.09.27) that does this.  I hope this works for you.
