      But i wonder whether live555 can stream variational fps file. I know that it distribute the stream through the framerate.Can i change through the timestamp?

I use a Android phone to record a mp4 file including audio with aac and video with h264.And upload the file in real time while recording via rtsp protocol. I use openRTSP to receive the data stream,but the fps is variational,I don't how to set the fps.

It is the server - i.e., the software that *transmits* the data - that chooses the video frame rate.  This is not something that can be controlled by a RTSP/RTP client (like "openRTSP", "testRTSPClient", or "VLC"), which just receives the data.  So, your question should be sent to whoever developed your *server* software; not to us.
