I'm not sure I understand this, but from your description, I suspect that you 
don't want to be using RTSP at all.  RTSP is used for one-way streaming: From a 
server to one or more receiving clients.  If you, instead, want your phones to 
be both sending and receiving audio+video - e.g., for a two-party audio+video 
phone call, or for a multi-party audio+video conference - then you definitely 
don't want to be using the RTSP protocol.
