I suggest setting this to 1, to ensure that the downstream
"H264VideoStreamDiscreteFramer" gets to see the SPS and PPS NAL units at least
once. (This is important, otherwise the RTSP server won't be able to compute
the proper 'configuration' string to put in the stream's SDP description.)
