Yes, you have a firewall somewhere - between your server and client - that is 
blocking UDP traffic.  That's why VLC, after failing to receive any RTP/UDP 
packets, retries, this time requesting RTP/TCP.

You can get rid of this delay by having VLC request RTP/TCP only, or by fixing 
your firewall.
