No, because for some streams, the config information might not be present in-band at all, or if it is present in-band, then it might not necessarily occur at the start of the stream, where it's needed by the receiver. (E.g., the input stream - fed to the server - might have been from a live source in which the VOL headers, etc., appear only periodically.)
