Recent versions of build tools cannot be used to compile ADCH++

Bug description:
Notably even the minimum versions of scons (1.5.x) and gcc/mingw (6.x)
required for compiling DC++ are unusable for compiling ADCH++ at the
moment of writing, making it impossible to build the two projects in
the same building environment.
