Fredrik meant that had you told what you've done (what version installed over the new one, was the old DC++ portable or installed one, what is your OS, what's installation path, etc...) we would surely able to reveal your precious settings since the installer doesn't delete anything. Your data is still there.
So this is probably a support issue, not a bug for the first place so if you're interested on finding your settings then provide the right details.
