If all of that 20-30% is in a different (removable?) drive or folder then this can be some problem of the drive or the path of the shared files. Else your DC++'s hash database is probably corrupted, follow https://answers.launchpad.net/dcplusplus/+faq/1246 to fix it.

It's rehashing between 20-30% of the share, even if no files or folders were changed. It's doing that at every new start and taking long time. Meanwhile share dropped that amount. After it's finished rehashing files end up with identical tth and uploads will resume.
