I guess you are talking about NMDC hubs. If it's true then you must set up your system correctly, because such hubs use default system encoding. Check Windows control panel, Regional and language settings (are whatever it's called in your language), you must set arabic language there for applications not using unicode (I hope I remember this correctly, because it's long time ago I changed it for a last time)
