Proposed solution makes USB OTG to work in host only mode.
"usb0-vbus: disabling" message is gone and usb0-vbus goes hi at boot.

Unfortunately, it solves the problem on a half.
Where could be the rest of the problem - USB OTG to work as device at 
dr_mode = "otg"?
