Simple is good, especially for something like this.
It'd also be very nice to have a little wrapper test program like
test_pamcap serge
which simply reports the resulting inheritable and cap_bound sets.
Maybe that already exists. But so long as I can do
for u in `cat /etc/passwd | awk -F: '{ print $2 '}`; do
test_pamcap $u
done
where test_pamcap uses the exact same library function to parese the
configuration file as used by the pam module.
