Indeed, io_uring presets msg_inq to -1, so that check passes either
way. Sending two chunks makes sense: SOCK_NONEMPTY on the first
completion, not on the second.

The empty queue case passing without patch 1 is expected. It is there
to catch a stale positive hint on the error path rather than to show
the new behaviour.
