The upcoming VFIO live update feature needs to access various helper functions for its logic which are not exported by default.
Export these functions and variable for other modules to use them. Remove static from their declaration and add them in include/linux/vfio.h and drivers/vfio/pci/vfio_pci_priv.h header files. No functional change intended.
