No, I don't believe this is open source and is not GPL'd either (see
http://www.collabcad.com/license.html for license details).

Here is the extract from the license agreement that has me believe
that this is not open source:  "You are not to modify, adapt,
translate, reverse engineer, decompile, or disassemble The Product or
attempt to discover its source code. You may not distribute or
transfer the software or copies to third parties without the written
agreement of National Informatics Center. You agree to notify your
employees and agents who may have access to the software of the
restrictions contained in this Agreement and to insure their
compliance with these restrictions. "
