These are two separate things IMO - the keyutils tests test for "the keyctl interface behaves as advertised". Testing the underlying algorithms used for key operations (against reference vectors eg. NIST / Wycheproof atm) is independent of the keyctl interface, and can also happen at a layer below (eg. a kmod). I doubt keyutils is the best place to keep this.
