This sounds a *lot* like the problems I had, which I mentioned on
debian-arm a few months ago. If it wasn't gzip, it was grep or
update-menus breaking, and once I had that working, apt started
crashing.

I have a vague feeling that it may be a glibc problem or something
similar, because after a seemingly unrelated big upgrade of my system
everything suddenly worked - binaries that crashed before worked just
fine. I've avoided upgrading my machine since then...

FWIW, as I said before, I own one of the very first ARM710 processors.
(My SA110 rev J died... ;-)
